$23.5 Million for Maine Substance Use Disorder and Programs Advanced by Senator Collins in Funding Bill

Washington, D.C. — U.S. Senator Susan Collins, Vice Chairman of the Senate Appropriations Committee, announced that she advanced $23,509,000 in Congressionally Directed Spending for Maine mental health and substance use disorder treatment programs and facilities in the Fiscal Year 2024 (FY24) Labor, Health and Human Services, and Education appropriations bill.  The bill, which was officially approved by the Senate Appropriations Committee today, now awaits consideration by the full Senate and House.

“To combat the rising rate of drug overdoses in Maine, a variety of organizations across the State are stepping up to meet community needs and battle the opioid crisis through an all-of-the-above approach, including supporting those in need through access to treatment and supportive services,” said Senator Collins.  “As the Vice Chairman of the Appropriations Committee, I will continue to advocate for this life-saving funding as the appropriations process moves forward.”

Details on funding for Maine substance use disorder projects Senator Collins requested through the FY24 Labor, Health and Human Services, and Education appropriations bill are below:

St. Mary’s Medical Center Substance Use Disorder (SUD) Treatment Facility

Recipient: St. Mary’s Regional Medical Center

Project Location: Lewiston, ME

Amount Requested: $3,989,000

Project Purpose: For facilities and equipment at an SUD inpatient treatment unit.

 

Save a Life Recovery Center Building Improvements 

Recipient: Save a Life

Project Location: Lincoln, ME

Amount Requested: $167,000

Project Purpose: For facilities and equipment at an SUD treatment and recovery center.

 

Larry Labonte Recovery Center Expansion

Recipient: Larry Labonte Recovery Center

Project Location: Rumford, ME

Amount Requested: $178,000

Project Purpose: For facilities and equipment to expand an SUD recovery center.

 

Maine Behavioral Healthcare Residential Program Expansion

Recipient: Maine Behavioral Healthcare (MaineHealth)

Project Location: Rockland, ME

Amount Requested: $1,350,000

Project Purpose: To expand two mental illness and SUD treatment residential programs.

 

Maine Behavioral Healthcare York County Residential Program Expansion

Recipient: Maine Behavioral Healthcare (MaineHealth)

Project Location: Saco, ME

Amount Requested: $2,825,000

Project Purpose: To expand residential treatment programs in Biddeford and Saco.

 

McAuley Residence Programs Expansion

Recipient: Community Housing of Maine

Project Location: Portland, ME

Amount Requested: $15,000,000

Project Purpose: For construction of new sites to expand residential treatment facilities across Maine.

 

This funding advanced through the Committee’s markup of the FY24 Labor, Health and Human Services, and Education appropriations bill—an important step that now allows the bill to be considered by the full Senate.  Committee consideration of legislation is a key part of regular order, which helps our government function efficiently and deliver results for the people of Maine and America.    

In 2021, Congress reinstituted Congressionally Directed Spending.  Following this decision, Senator Collins has secured more than $500 million for hundreds of Maine projects for FY2022 and FY2023.  As the Vice Chairman of the Appropriations Committee, Senator Collins is committed to championing targeted investments that will benefit Maine communities.
